Project Description

RDM was tasked with calculating the Pavement Classification Number (PCN) for each public use runway at participating airports (91 total) for the Florida Department of Transportation – Office of Aviation and Spaceports.  The project was performed over the course of three years, and RDM completed approximately 30 airports per year.  Airports certificated under FAA Part 139 that participated in the study were completed in the first year of the program. RDM performed record research, destructive and NDT testing on 76 General Aviation airports and 15 Part 139 Air Carrier airports. All data was combined into a comprehensive Pavement Classification Report on a statewide basis, and individual reports of finding were provided to each airport

At each airport, RDM gathered pavement construction, rehabilitation and maintenance histories to create a database of pavement thickness and composition; Obtained information for subgrade, drainage and aircraft fleet mixes; Obtained information on past and planned pavement-related projects; Scheduled and performed Nondestructive Testing and took pavement cores, as needed; Performed data analysis for each airport that included: Evaluation of pavement composition and thickness, analysis of Nondestructive test data, pavement cores and aircraft fleet mixes. PCN reports were prepared for each airport as well as an Executive summary report for the entire airport system. A map link between the PCN database and the airport maps was established and made available through a GIS web portal.
