Mr. Yip has more than 35 years of Civil Engineering and Information Technology experience. He is a project manager involved in various aspects of pavement engineering including pavement management system implementation, nondestructive testing, and structural evaluation and design for airports, military installations and roadway pavements in the U.S., South America and the Caribbean. Mr. Yip is a Registered Professional Engineer in AL, IN, IL, MI, NC, TX and VA.

Mr. Decker has 30 years of experience in pavement design, materials testing, quality control / quality assurance, set-up and operation plant sites, and construction management. He serves as a Senior Project Manager for various airport and roadway projects and during the past twenty years, he has successfully completed more than 80 projects across the United States and abroad. Mr. Decker is a registered Professional Engineer in 26 U.S. states.

Mr. Diffin has more than 15 years of experience in airport and roadway pavement management and evaluation, design, and construction. He has successfully overseen pavement management implementations for numerous commercial and international airports domestically and abroad. During the past 10 years, he has managed several large military projects involving the evaluation of both landside and airside pavements at more than 70 military installations throughout the U.S. and abroad. Mr. Diffin has also managed several large Statewide Airport Pavement Management Program (APMS) updates. He is a registered Professional Engineer in ME, MT, NC, OK, RI, VA, and WY.
