Project Description

RDM International, Inc. (RDM) completed a condition assessment of apron, shoulder, and blast pad pavement systems for the Houston Airport System (HAS) at all three of the airports under the Systems responsibility. These manual PCI inspections were in accordance with all applicable FAA Advisory Circulars and ASTM standards. Over 25 million square feet of pavement were inspected in 8 days.  The PAVER database was updated to version 7.0.9.

All of the standard Pavement Management steps were utilized to determine the PCI rating and provide priorities and estimated costs for RDM was responsible for creating/updating the existing pavement inventories, including construction work history and pavement condition data. Any discrepancies with the GIS database that were encountered were mapped in the field using high-grade, GPS data collectors. The PAVER software was modified to calculate two additional HAS-defined, and specific Condition Assessment ratings: Financial Condition Index (FCI) and Actual Condition Index (ACI) to further analyze the financial requirements and remaining useful life of each asset. The project required detailed coordination with management from three separate airport operation groups to meet the accelerated inspection timeline. Final project deliverables were submitted five months from Notice to Proceed.
